Information presented does not infer preference for an assessment by KSDE, KDHE or KITS Proposed Plan for Measuring Child Outcomes in Kansas Congress is requesting systematic data about the effects of programs on children. The measurement of child outcomes is critical to the ability of state agencies to provide effectiveness data for programs serving young children with disabilities. States are required to develop high quality six year State Performance Plans. In Part B of IDEA there are 20 indicators that each state is required to address. Some are new indicators and many indicators are the same as were previously addressed in the State Annual Performance Report (APR) www.kansped.org One of the new indicators is a child outcome indicator (indicator #7, page 43). For this indicator, states are required to report the percent of children who demonstrate improved social-emotional skills, acquisition and use of knowledge and skills, and use of appropriate behaviors to meet their needs. Entry data for this indicator will be reported in the 2005 APR due in February 2007. In Part C, of IDEA there are 14 indicators Part C is required to address. These indicators are in the Part C six-year State Performance Plan. The State Performance Plan can be viewed at www.kdheks.gov Kansas has developed a plan to address the measurement of child outcomes indicator that will be the same for children from birth through 5 years of age who are receiving special education services. Kansas is partnering with the Early Childhood Outcomes Center to develop a system of converting diverse data into a common, statewide data source, to collect entry and progress data for this new indicator. The Early Childhood Outcomes Centerscale in draft form can be viewed at www.fpg.unc.edu/~eco/index.cfm Kansas has identified eight recommended curriculum-based assessment instruments that have been (or will be) cross walked with the early childhood outcomes. Programs not currently using one of the eight recommended assessments have until April 2007 to adopt one of the approved measures and train staff on its use. Regional trainings were provided February and March 2006 using a trainer of trainers model. Materials and guiding documents were developed and continue to be disseminated to support participants in training others on their return to their early childhood programs. This webpage is intended to be a source of continuing information and resources related to the measurement of early childhood outcomes in the state of Kansas.
