State ICC Update
The Kansas Coordinating Council on Early Childhood Developmental Services (CCECDS) continues its work to improve the lives of preschool children with disabilities. Meetings are monthly and held in Topeka. However on a quarterly basis, we utilize Interactive Television available state-wide.
Among the issues that we have considered lately, are the following:
Additional funding for Infant-Toddler Services
The creation of the "tiny-k" campaign will result in additional state support of these critical services. The exact amount of the increase is unknown at this time. Thanks to all of you have contributed to this effort.
Transition at age 3
The Council strives to make this passage from Part C to Part B a family-friendly one. We have held a series of Interactive Television meetings on this subject and presented workshops at several conferences.
Medicaid
When Medicaid reimbursement for school-based services were bundled, much changed. With the leadership of key staff at both SRS and KDHE, the Early Intervention provider type was created. It's first year of implementation has been relatively smooth. Discussions are under way that may provide for Medicaid reimbursement for family service coordination.
Legislative issues
The Council will continue the monitoring of such important public policy issues as child care licensing, foster care services privatization, and the implementation of a children's health insurance plan. As we finish the fiscal year, the membership of the Council will soon change. Terms will expire in July for: Marilyn Meier (parent member) and Dr. Donna Daily (provider member). At the same time, the Council will reluctantly accept the resignation of its chair, Dr. Laura Balthazor (public member).
