There are 390 changes to IDEA brought about by the 1997 Amendments. The following is a partial list of those affecting early childhood: Child find must include private and parochial schools.

States now have an option to use a definition of developmental delay for children from three through nine years of age.

Parent participation is expected in all identification, evaluation, and placement meetings.

There must be a representative from the local education agency present at the transition meeting that is to take place at least 90 days before the child's third birthday.

The IEP meeting is to include a general education teacher, if appropriate. For early childhood, this person might be a community provider, Head Start staff member, kindergarten teacher, etc.

The IEP should have goals linked to the general curriculum - may have most applicability for kindergarten age. For early childhood, the phrase used is "appropriate activities." (Apparently there was some resistance to using the term "developmentally appropriate activities".)

At the discretion of the local education agency, placements in private or parochial settings may now be made.
