Transition At Age Three

The Part H Infant-Toddler and Part B Preschool state staff have been meeting jointly for several months to develop additional guidance materials that will soon be mailed to all infant-toddler networks and special education directors. Included in these written materials will be relevant quotes from statutes, federal and state regulations for both Part H and Part B, OSEP memos, Procedure Manual, State Plan, and Early Childhood Guidelines. In addition, there are 20 questions and answers, which we hope will assist local communities as they work together to help children and families move from one program to another.

Check your transition IQ by answering the following questions:

  1. Who is responsible for the transition meeting before the child's third birthday?
  2. Which parent rights apply to 3-year-old children being served by Part H providers funded through Part H?
  3. What happens if a child is found NOT to be eligible under Part B? May Part H services continue past the child's third birthday?
  4. May an IFSP be used for a child from age 3 through 5, identified as eligible for early childhood special education, and served by Part B providers?
  5. Who is responsible for the administrative oversight of the IFSP / IEP for a child over the age of 3 years (supervision, personnel requirements, due process, compliance and monitoring)?

Later this spring, we plan to have two sessions at several interactive television locations to discuss these written materials with service providers, administrators, and other interested community members. Additional means of providing training will be available through various formats, in different locations, and at different times of the year.
